Blackburn with Darwen Children and Young People's Plan 2010
The Children and Young People’s Plan 2009-13 (CYPP) was approved by the Children and Young People’s Trust in March 2009 and sets out the priorities of the Trust for the four year period. Safeguarding children remains an overarching priority for the Children & Young People’s Trust, and all of the outcomes focused on within the full version of the Plan and also this document are underpinned by the fundamental need to safeguard our children and young people. This separate document sets out the priorities that will be particularly focused on by the Trust over the next 12 months, in addition to the existing priorities laid out in the 2009-13 Children and Young People’s Plan. Progress in achieving the aims of the CYPP will be monitored by the Performance Management and Commissioning Board and governed by the Children’s Trust Board. Both groups will be multi-agency strategic groups responsible for promoting all child outcomes. There will be a clear expectation on all members of these groups to support and challenge the full CYPP and the 2010/11 priorities, not just the plans of most direct relevance to their agency. To secure better outcomes for our children and young people it is essential that all partners, services and agencies adopt the ‘Think Family’ approach. We know that children and young people have the greatest chance of improved outcomes when all partners work together to offer a co-ordinated response – wrapping services around the child or young person and their family and addressing all their needs. Over the next 12 months, the Children’s Trust will seek to change services to children and families to reflect this new approach – looking for innovative ways to deliver support and to build on existing good practice.
Background
The 2010 Children and Young People’s Needs Assessment and the performance management of the CYPP during 2009/10 both make clear that there are certain outcomes that require a renewed focus over the coming 12 months.
In response, the Children’s Trust Board will develop a 12 month improvement agenda and action plan to both communicate the priorities and key actions for the next 12 months and provide a framework for measuring progress.
